I'm in the business...these loans had nothing to do with CRA! You only get credit for CRA for assets that are kept on the balance sheet, the loans were packaged and securitized and sold.
This is how it went down....
*Glass Stegal repealed
*Big banks bitch at government that FNMA and FHLMC dominate mtge market because of perceived govt backing
*Banks begin to securitize non-agency eligible prime Jumbo Loans
*They learn there is a market for cuspy type loans
*AltA (limited doc loans) are made and securitized
*Sub-Prime samething
2005
*Dealers start telling mtge companies we will buy any loan that meets certain stips - and they do in huge size
*They are running out of buyers for the sub-credit portions of the deals so the create CDOs that buy the crap and repackage that
*This all works till home prices fall, they did, shite hit fan

The only reason you say that is because I cut directly through whatever strawman you're attempting to set up and went straight to the source.
