Except you just stated you knew they were swai so that would be malicious if you sold them as catfish.

None of those things are banned from being sold here. Swai is also an endangered species so, despite the fact that these were probably farm raised, we shouldn't be knowingly eating them. I think any farm-raised food sold in the US should have something telling you the country of origin. I know buying in the store they do, but there's no restrictions at restaurants.
Tuna isn't really an issue because it's caught from the ocean. The country of origin isn't as important when looking at things like antibiotics and whatnot. Unless that country is violating catch laws obviously.

It just so happens to be the beginning of lent. The timing on this is fishy.

It sounds like collusion between a government regulator and the industry it is supposed to be regulating. Instead it is "protecting" the industry.
