During the massive Flood of 1993 when the levee broke in the St. Louis area there was also reported to be intentional levee break north of St. Louis in Hannibal, MO. James Scott was known as a party boy and a local testified he bragged he was going to break the levee so his wife would be stranded in Illinois while he partied in Missouri.
I don't recall hearing about it then, but he's finally up for parole and it turns out he might not be guilty after all.
