Easy-peasey.

You step down 110v to 100v.

European and Japanese electrical apparatus are not built to our specs. A converter is needed.

I don't know the flow rate. I just know that it needs to be able to provide a constant vacuum of 25 inHg. There will be a regulator that will turn it down to 18 inHg at the machine, but once in a while, if required, it could be turned all the way up to 25 inHg. I know that the size of the tubing will be 3/8", if that helps.

Flow rate will only matter if you plan on having a leak or a specified recovery time.
