Can our fiber networks handle this?

Sending all these college students home for remote instruction.

Telling employees to work from home and remote in.

Is the Cox / AT&T network infrastructure up to the task for all this additional traffic?

What if the Chinese pushed out this virus to get us all to work / learn from home, and then launched a massive cyber attack shutting down IT systems?

If pornhub can transfer 4,403 petabytes of data, I don't see why Cox couldn't handle online classes.

Fiber-fed service will likely be fine. Most ISPs have caching servers for Netflix, Akamai, Google, etc and have direct peers to prevent most of the traffic from coming in over the internet. There may be some localized congestion in some places.

Coax-fed service will be hurting.

99% of ISPs will be fine.

You biggest concern should be your company/school paying for enough bandwidth to support operations from outside.

We have designed all our internal apps to be web based with efficient code and queries. We are not expecting much if any slowdown supporting operations outside. We do have a plan in place to up or bandwidth / tie some connections together if needed, but we are the govt and can spend your tax dollars at will.
