Building homes in flood zones

Why? Why do people do this? My aunt in 2010 built her house on the Northeast side of Gulf SHores in old farm land. My aunt spent around 210K on the house which was about 500 yards from a creek and her house was in an obvious downward slope piece of land. When I saw her house, I even said "You know you are going to flood right?" She had the slab right smack dab on the ground with the front door threshold maybe 4 inches from ground level. Fast forward to April 2014 and what happens? She got 22 inches in her home which ended up costing over 40K to fix and restore her home.

why do people build houses in tornado alley?
Or southern California?
or the midwest with blizzards and shite?

I don't get it either. Other than lake houses and such. I can't tell you how many times I sold mortgages to people basically in the damn marsh. I'll never understand it.

Its not that.. its that if I am spending a couple of hundred thousand dollars on a home/investment, one would think how easy it is to build your home up before the real construction begins on the rest of it. I just don't get why people leave their homes on the ground.

I live in a flood zone. The entire neighborhood is 2 ft above base flood. I like the neighborhood.

I built a house in a flood zone in Central. I had an elevation shot 1' over the flood plane. I then built my house another foot higher. I never had standing water in my yard much less flooding. In saying that the elevation is 1' over the 100 year flood plane what if we had the rain what Shreveport had which was a 500 year flood? Almost all of BR and surrounding area would have flooded.

Or in my case, it cost me $8,500 to raise my home about 2 1/2 feet off the ground when it was built. And in the 4 years I have been here, there were two weather events that easily would have put water in my home had I not built up. as my yard went under around 5 to 6 inches.

Just put fill dirt in to raise it.
