In other words, it is now okay for felons to carry guns concealed and also to shoot police officers if they try to arrest the felon.

It will however be prohibited for police officers to shoot felons attempting to arm themselves with a gun while being placed under arrest.

Prediction on what the feds conclude?

My guess would be:

Officers used tactics that were taught to them and their actions were in compliance with local BRPD policy

Those tactics must be revised as they contributed to an escalation of force rather than peacefully ending the standoff

race was NOT a factor as the tactics employed would have been applied to any non-compliant offender

no criminal charges

The weather is going to be really crappy tomorrow and very cold Saturday/Sunday. Should keep numbers down
