Depends on the animal. I have a friend with a Siberian Husky. He refuses to come inside when it's freezing outside because his body is built for it.

I had a Siberian Husky when I lived in Cheyenne, WY. You could not get that dog to come inside. We would have snow storm (blizzard). Go out the back door and yell his name. Out from the snowdrift across the yard .....He would curl up and sleep in the drift. Not a care in the world ...

Perhaps you could expand on your vast knowledge of short haired animals in cold environments and what their limits of exposure are?
I've seen a blue lacy slide across ice into a canal over and over again because she enjoyed it.
Like I said earlier, people like you are incapable of comprehending that other people and animals of the world are not helpless pussies like you are. You can't even fathom that an animal could fend for itself through a little bit of cold, because you could never do it. The thought of it is life threatening to you. You'd never go discuss your concerns with your neighbor though because you're too much of a pussy to do it. You're too soft to even think about going help. You want the law to do it for you. You want everything done for you because you can't do anything for yourself.
You suck at life. Mind your own damn business.

Big difference between fur coats of dogs. We have a golden/pyranees mix who won't come inside and a boxer who would not do well left outside in this weather.
If someone left a dog in a pen or tied up with no shelter, I'm going to stereotype and guess it's some kind of shorthair low body fat mutt/pit mix.
