You do realize the City Parish ordinance has requirements for stormwater runoff right? If you are talking about post war to around 1980, then I agree with you. Those are the neighborhoods that have caused all the issues. Places like Shenandoah, Oak Hills, etc that have no detention systems and inadequate drainage systems.

Over time rains bring more silt, dirt, trash, etc. into the storm drains, ditches, canals, bayous and rivers; and as a result the various waterways get smaller and smaller over time.
Think about the Mississippi River. They always are dredging it. But what about the Amite, Comite, Jones Creek, Bayou Fountsin, Wards Creek, etc.
How frequently do these waterways get dredged and cleaned?
Over time the lack of maintenance has to make a difference
