There was a lot of wind damage! Maybe not on the MS coast, but a lot in LA and as far north as Brookhaven, MS

I'm not sure if those are great comparisons. New Orleans post-Katrina is a good comparison, but a tornado is quite different than a flood. After the water recedes, all of the issues at play that caused flooding are still going to be present in BR. All you need is the rain.

I've already planted the seeds with my dad that if they have to start over...they should do so in AZ. Of course...when I first talked to him and told them they should come to AZ...he thought I meant as a vacation of sorts to stay with me for a bit while they regroup.
Losing a home twice in 8 years? Yeah that might be a sign to finally leave. If they really want to stay there I'll do what I can to help them start over...but I'm gonna do my best to convince them otherwise first.
ETA: My parents absolutely adore BR. It is the only home they have ever known. So getting them to leave will be a challenge if they had to start over. Having them come to AZ isn't a slam on BR...it would just place them closer to me and other family that now live here so we could look out for them more.

He is being sarcastic. The insurance companies tried to say the damage came from flood and not wind. It really showed how terrible the insurance companies were.

Short term everyone will move in with friends and family nearby. "nearby" might be Houston or Shreveport...but it could also be a few blocks away or down the street where there was no flooding or repairs were already made.
My guess.....the overwhelming majority of property owners will stick around. A lot of homes had less than a foot or so of water, so they are far from total losses. They'll be repaired and either inhabited or added to the available housing inventory.
The very poor will have serious problems finding rental housing as there will be a serious spike in rental rates. It will be VERY HARD for a lot of them to return quickly, but I suspect that there will be a spike in construction of rental housing in the areas of north Baton Rouge that were impacted.
I was actually shocked at just how extensive the damage was along airline in north Baton Rouge. This flood event didn't discriminate on race or economic status.

I watched rescues near Mckinley HS on TV. Not sure if the HS was flooded or not

In nicer areas, if the property value goes down scoop up a lot while you can. The prices will go back up eventually.
