cement is cheaper and easier to maintain. it really is that simple
brick is more aesthetic, but its a nightmare for maintenance and its $$$

Some Wisdom from Mayor Mitch Landrieu:

Make custom monogrammed black button down shirts to wear in New Orleans in August.

I will try to see if I can find it, but I actually read that in excavating the street, they unearthed drains from restaurants that were housing 100 years or so worth of grease and and other restaurant grime trapped in them that they suspected was likely a big cause of the unending stench on the street.
