Russia or China would pull the ultimate troll move if they left a few key cities like New Orleans untouched. The civil defense shelter OP mentioned was designed for the mayor and a few dignitaries. Imagine Teedy coming out of that shelter and being told she is the leader of one of the third or fourth largest populations in the US and will basically take on the role of President or Vice President.
