I would assume so since it is so close to the road but who knows. I just found out Droop has about 43 siblings so it may not be the one who always rides the bike.
Of course, I'm exaggerating the number. He has a shite ton of siblings though.

FWIW when I did some social work out of college we had these 3 guys with disabilities and they were hit all the damn time on their bikes. I can probably think some more and think of some more, but these 3 come to mind and were routinely hit like at least once a year but often twice. Most of the time you never knew until they showed up without their bike they always rode or they needed help fixing a flat that was actually a bent tire, something like that.
They rode bikes like idiots never looking when going across cross walks and that sort of thing. While I know they had a disability they all were more then capable of being safe, they just chose not to. Cross walks and large parking lots like a grocery store were the most common accident locations. People always felt sorry for them and the Fire dept or someone else usually gave them a new bike every time it happened.
One of the guys bought a moped somehow without a driver's license but he did have a learner's permit. Within 1 week of buying it he got hammered and the moped was totaled.
CSB I know. Point was just that homeless and people with disabilities get hit by cars all the time.

If the last name is Causey, it might be her. I don't know Droops first name but his last name is Causey.
She used to have real long hair, but she cut it short recently within the last month. The last time I seen her she was riding her bike to that dollar store.

I've seen him in B.R. and near airport in N.O. It's amazing he hasn't been hit more often.

1. She is RARELY that far down 431. She is usually between Delaune's and her house.
2. I think people on here are thinking someone hit the person on or very near and knocked them into the bayou. Not likely.
3. S.O. is saying they don't suspect foul play. Someone found the body so if someone else hit her/him would guilty of hit and run. I don't know the law but I think that would be foul play??

Droops last name is Babin, not causey. I’ve heard it was a family member but who knows? Nothing has been official

Susan is the one who rides the bike. They have another sister who works at Delaune's but I think she's pretty normal.
