What year was your teacher murdered? I'll try and find some references.
ETA: DTL victim Connie Warner was found there in 1992.

Early '80's would be my best recollection, not long after I graduated. They found him submerged in his car in the lake. His last name was Ford and his car was a...Ford.

The body was found right at the shore near the Claiborne building. So no one would seem to be crazy to have dumped it right there. If dumped there, it would be visible from the Capitol, the First Circuit Court of Appeal, and the Claiborne building. I'm assuming if it was dumped by someone it was dumped further east and floated there.

BATON ROUGE, La. (WAFB) - The Baton Rouge Police Department is investigating after a man was found dead on the banks of the lake behind the Louisiana State Capital.
The coroner’s office identified the man as Trevin Blackmore, 35.
