Water tower being painted. The "tent" is to prevent over spray from getting on things around the tower.

Ok. Who here is old enough to remember it being built ~81? I remember riding the bus past it being built. I'm old.

Just went by. I asked the guys at 5 minute oil what it is. They said it's where they store waste oil from cars after it changed.

It's a water tower. They started covering it to sandblast the paint off in March/April. The paint was completely removed by May 15th. Now they are repainting it.
Source: Lived in the apartments right there and heard the banging of the scaffolding being installed and machines going right at 7 am.
