That is an incredibly, utterly, horribly written headline for the actual story.
Blue Bell is basically just saying we know where the Listeria came in contact with the ice cream, and they are being extra diligent in those areas. That read like a hit piece to be honest.
I don't eat Bluebell.

The fact that they haven't found it in the testing just means that it hasn't been detected, not that it doesn't exist anywhere in the product. They can't test every little particle of the product. If they're finding it in the facility, it's just a matter of time till some of the product gets contaminated.
