That really isn't true, majority white and Hispanic areas of the country that are poor are remarkably safer than places like NOLA, Detroit, Baltimore, etc
There is a culture of violence amongst black communities that really doesn't exist in other demographics, at least in the US. It's about time we quit pretending that this is common among all races.

I've been to plenty of small towns with majority black populations that was inherently safe. I don't see what you are getting at.
