"Best" NOLA mayor in the last 30 years

Had a co-worker go to New Orleans this last weekend. First time he has been there in 10 years and the first time he stayed more than one night in almost 15 years (2006 NYE). He stayed in AirBnBs in Mid City and did the typical New Orleans stuff, WW2 Museum, Bourbon, French Market, etc...
He said the roads were absolutely shite. Homeless all under the I-10 overpasses. Red lights were treated as stop signs by the locals. Smelled weed all the way from Jackson Square to Bourbon. The homeless by the McDonald's off Canal got indignant with him when he just tried to walk by them and ignore them. He has heard good things about City Park so his girlfriend and he went there. Said it had an abandoned amusement park feel to it.
I haven't been there since Landrieu was at the end of his time in office, but he seemed to be unfricking a lot of Nagin's mess. I know Nagin sucked so I guess it isn't hard to be an improvement over Nagin.
My co-worker lives in west Atlanta (ITP) so it isn't like this was some guy who isn't used to a najor city having a Clampets come to town moment.
Anyways, he said New Orleans just seemed much shitter than he remembered it. But Nepoleon's House was worth the wait and money.

I am sure they are all not good, hence why I put Best in quotation marks.
So who has been the least shitty mayor in the last 30 years?

I’ve never known New Orleans to not be like how he described it

I agree. Was there on Sunday morning. Got beignets, went to the farmers market, and drove through the park. Lots of families out, park is well maintained. Very nice morning.

He did a pretty damn good job with Katrina

Maybe pre Katrina Nagin. I remember going downtown after leaving for PT school in Florida when I came home on break. Seemed to be repurposing a lot of the ghetto looking shops on canal. City seemed like it had some momentum.
Then it all went to shite.
Then it all went to shite.
