You are not supposed to be able to take luggage on a Disney resort/park bus. Even when you do a split stay (some of your stay at one resort and some at another), Disney bell services takes your luggage from one resort to another. It is a convenience, but I have seen more than one person denied when trying to board a resort bus with a suitcase.
Luckily, they don't care about a suitcase of beer from the Hess Express.
Now, you may find a driver that allows it, but you may not and I can;t imagine how much of a PIA it would be to have to then walk across to another hotel and catch a cab to AoA.
Honestly, I'd be kinda surprised if the hotel shuttle vans allowed it as well. They may have 7 people in that van and if you're luggage is taking up alot of the seats, they may say no.

I can't remember the exact dates you said you were going but I think you said October to I pulled a one night stay at Pop Century on October the 15th and they have rooms for as cheap as $91. Then you get free transportation from the airport, free transportation arrival night to wherever you want ot go (Jellyrolls, Ragland Road etc), then you and your bags make it to AoA the next day also free of charge. Not to mention, alot less hassle. You can walk from Pop Century to AoA (they are connected by a bridge and right next to each other.)

We stayed at A of A last year, but were in the Lion King suites. We only had to walk a few hundred feet out the room to get on the bus.
A of A has the best transportation of the value resorts.
Little Mermaid rooms are the farthest walk from the bust stop, dining, and main lobby - just be prepared for that.

I went Thanksgiving week last time which is supposed to e the worst time. Really wasn't bad at all IMO.

well before looking at the map we asked my niece what she wanted and was gung ho little mermaid. lesson learned, dont let a 4 year old make hotel decisions
also lion king and nemo are family suites i think and more expensive since we have 3 seperate rooms
