Best "American" Chinese food is Chinese Kitchen on Brightside. Hands down best General Tso. Nothing compares.
It's the same family that used to run 9 Dragon on Burbank. They moved.

New Panda at Highland/Old Jefferson. Not the best I've ever had, but it's the best I've had in BR at least.

No, and it was kind of gross when it was.
Seriously, Omi is the best I've eaten, and it's not like most of the picture menu places with the exact same food. (ETA: Omi is cook to order, not buffet or traditional "Combination plate" meals with the side of fried rice and an egg roll.)
China Express on Coursey is still good and cheap, but not as good as it was when Nelson (?) ran it.

It's Chinese. They do have some Japanese though.
Vietnam go with Saigon noodles, Dangs, and the other places out by Florida blvd. Ava on Essen is also good.
Drunken fish has some Vietnamese but it's terrible
