It’s a very tiny start, but This is what they need to do. You have to spoon feed the public into signing up. Especially if it is not online compatible. There needs to be 10-15 of these every weekend all over the city

Okay, so that over 60% of the vote. I thought it was less than that, but almost 75% of the registered voters didn't vote.
And you have to take into account she was the incumbent which means all the city workers likely went vote and voted for her (that's how it works in local politics. The city workers are encouraged and often reminded to be sure and go vote and they voting for whoever is currently in charge).
So even with the city workers who all go out and vote for the incumbent, there were only 16% of registered voters who were enthusiastic enough to go out and vote for her. That is horrible. That means most people were likely thinking "that bitch is going to win because no one worth a frick is running against her, but I sure as hell not going out to vote for her".
So I do agree it is a long shot, but it can be done.
