Neither does the market at the moment. Futures are currently inverted for the foreseeable future.

Consider... Trump reversed Obama's block on the XL pipeline, which will allow direct flow from Canadian tar sands oil. It's only profitable for oil companies to process this oil at $75+ per barrel.
Plus, plans to open wide Gulf of Mexico production.
Oil companies just manipulating market price for their own profits. Which is fine by me, they need us construction "baws" to build and maintain present and future facilities!!!
