Basically federal (and independent) oversight because NOPD became notorious for kicking the shite out of people beyond reason.
It touches everything and has taken away a lot of controls. NOPD can't even pursue a criminal these days.

The counterpoint is that the only people in place to correct the problem were the people who created the problem.
It was a shitty situation that hasn't necessarily improved, but only morphed to another problem.

I think this shooting proves I’m not racist because I love the fact white hot head got waxed. Although black victim should turn himself in to get his cleared in court of law as well as public opinion.
By all accounts here black victim made the world a better place.
