I dont think so, if you look behind the dirt you can actually see the levee already there.
The video on the news shows a fence thats up and looks to be somewhat new. I would think that dirt would be for either building that fence or beginning the process of construction on another house on that lot

I feel bad for the homeowners in all those houses off of Perkins near Bowie. They flood all the time now because the road was built up way above their houses. The city should have paid to raise them.

Absolutely not. People need to adjust accordingly and learn to not depend on the government. For anything.

How exactly does one “adjust accordingly and learn not to depend on the government” when the government builds a 4’ tall levee downstream of your existing house? What does that even mean? As a homeowner you have no recourse at that point.
Yes, the government should have to pay to mitigate flooding impacts of government projects. Whether that’s factoring the costs of raising houses into the project, eminent domain, or finding a way to execute the project that doesn’t cause the issue. Demanding that the government not frick you over isn’t the same thing as “depending on” the government.
