It would definitely been mass panic and I'm sure I probably wouldn't have been able to get a shot off even with the tactical training I've had (Bushido Tactical in Orlando is great, BTW) without hitting others.
That said, what would have happened if there was 5 guys carrying? I'm sure cross fire would have happened and people would have been killed.
But a funny thing happens when criminals start to get shot at (if you've ever studied it), they turn into victims and panic just as much.
So while I probably would have died trying to save myself, I would have at least tried if I wasn't one of the first guys to get shot. And maybe, just maybe, it would have been much less than 50.
I mean, it's not like concealed carry holders have never prevented a crime before, right? Nah. No evidence of that.

Because not enough people agree with you. If they did you could get a Constitutional Amendment ratified.
ETA: you're also making a pretty broad assumption that it would have prevented him from having one
