Especially on a weekend.
These people can get fricked for letting their mutts do this non-stop.

You can call animal control or your police department or whoever enforces ordinances regarding loud animals.
You can also get something that emits a painful sound only dogs can hear that's activated by their barking. Put it up to an amplifier. The dogs may stop barking outside when they associate ear pain with their barking.
