THIS. My dad never took off of work. He use to say "there will be times you don't really feel like going to work, but you still have to go". I understand things are a little different than they were and when people can use their time as they please, its the idea that staying up with the MIL seemed to be more of a priority.
Look, I understand both sides of it, but as I mentioned before its the excuse. It makes you think "okay so you never know when this guy's MIL will come to town and he will end up missing work because he stayed up late talking".

If your company policy is that earned time can be taken at any time, then you should always be prepared to work around someone taking off.

unless he's avoiding a major project or work duties, there should be no issue

If he wants a day off who cares, is there a deadline that he's holding up by not being there?
If he just holding you up take a long lunch or go play golf.
