As Irish American, I say It’s both. Have a beer and good times. Immature gonna immature.
But also celebrate and occassionalky spread the history, too. After some work, I’m watching some Seige of Jodatville (excellent movie on a number of levels—involves the Irish, and true story), then it’s off to the bar in my kilt (there is ever so much Irish heritage attached to the kilt) with the GF listening to flogging Molly, etc.

I agree this doesn’t really capture the true Irish culture. Instead of getting drunk and fight we should take a more traditional Irish American approach and murder, steal and rape.
