Why do truckers intentionally do it?
Because they can.
I typically drive anywhere between 25k and 35k a year. I see that shite all the time. Same goes for people passing on the shoulder. Just the other day there was a motorcycle accident in the middle lane 12E @ Airline and some count got on the shoulder and tried to drive around everyone.
Some people suck.

The correct way to execute the move is to sit innocently in the right-hand lane until the annoying 4 Wheeler going 75 is about to pass then suddenly cut the blinker on while moving to the left to force them to hit their brakes then ride alongside your fellow trucker for a good 5-10 miles while ever so slightly inching ahead at 61mph.
Perp was an a-hole no doubt but I don't understand how the driver of the big rig couldn't see the shoulder ending up ahead and backing off on his speed or hitting his brakes when the perp aggressively started passing.
..hmmm maybe because he is bigger and didn't have to?
Eta I hope they have the speed data from the overturned truck so we can see if he was also accelerating.
Eta2 would also love to have access to the cb chatter between the 2 trucks leading to the incident.

I wonder how they caught him so soon. Someone must have turned him in.
From what I hear he got into another accident a few hours later.

The long hard road gets boring. There's only so much masturbation that you can pull off in one shift.
Gotta do something to pass the time.

You have never seen what I am referring to? You have never seen a long line of traffic completely stacked up behind two trucks riding at the same speed in the left and right lanes? You think that is just them not paying attention...for miles and miles? I have seen cars swerving behind these trucks flashing lights trying to get the one in the left lane to get out of the way...but they don't. They stay there and without any doubt in my mind, it is completely intentional.
You've been lucky.
I drive about 40k miles a year and see this all the time. Also truck drivers doing 70+ in a 55 on he Basin bridge, Running up behind cars and tailgating them all the time at 5 am. I used to work with a guy that acted like this and bragged about it. I'm not saying this accident was the truck drivers fault though. Likely the guy was frustrated with the truck drivers and caused the wreck because he's a hot head.

I understand what you are saying about it possibly taking a while for Truck A to pass Truck B, but I also know that there are some truck drivers who simply get their rocks off by blocking both lanes for miles and miles. When you see a mile long band of cars stacked up behind two trucks and no one in front of them...that's not the governing.
There is no doubt in my mind that a lot of truckers enjoy doing that. The industry attracts a lot of morons.
Trucks should not be allowed into the passing lane on freeways. Traffic flows so much better in places where their lane usage is limited to the right lane.

This absolute POS killed a guy for no fricking reason except an inability to control his ego and understand he doesn't own the road. I'm so tired of these raging shitstains that have a congenital inability to understand the concept of CONSEQUENCES. Lock this motherfricker up.

I wish I could find the link but I saw a news story about a steven shawn clark from Theodore killing a 35 year old man up north because he plowed into his car. It was from news tribune or something like that

That's a little more vivid that we needed....but we all know that truckers get their rocks off by blocking the freeway with every chance they get.
