Are the Airlines refunding tickets to go somewhere when things are canceled?

I have a conference in April that is contemplating being canceled or postponed, Are airlines refunding purchased tickets?

I know they are offering $0 change fees.

Full refunds? Not so sure.

This is why I have always bought tickets last minute. Never know when they might cancel.

Probably more like issuing credits for later flights and not refunds as in money back.

You purchase tickets last minute bc airline might cancel the flight? I don’t get that logic. How does that pay off for you?

United sent and email out stating they would allow fight changes without penalty.

That’s all I’ve heard of

Delta is only doing this for flights booked March 1-31, which I don't understand. I booked a flight 6 months ago, but am flying during this time, why am I excluded?
