Just charge more than it would cost to board them... for an emotional support animal..
No airline wants to be the “one” to crack down, because of the attacks from pet sjw’s ..
the Faa would have to pass some kind of regulation that would effect all airlines.. so they can just say they are following the law.. and not be attacked and have the media jump on them

Not sure about all airlines but the main lines require some forms of documentation.
Unfortunately there are places you can go online that will "certify" your ESA for you, for a fee... of course
I recently worked in transportation (vessel) and we flat out refused emotional support animals. It was overly abused.

It’s to get attention,people just can’t not look when they see someone with a dog where they don’t belong.Recently I was in Walmart and a woman was on the same aisle with a mastiff support dog.Someone asked her about the dog,woman was all too happy to give her an earful about the 10 things that were wrong with her requiring her to have the dog with her at all times.
To be fair,the dog was very calm,well behaved so maybe it was legit.

I would think that the preferred emotional support dog breeds would be large dogs..you know for when their boyfriends are gone.

You do have to provide paperwork. A lot of it. Letters from a diagnosing physician, paperwork from the vet, and then the airline checks licenses for both Doctor and Vet.
You submit these over a week prior to the flight, then you have to present it when you check in.
You dummies complain about things you know nothing about and jerk each other off for your shitty takes on things. It's hysterical.

It’s a function of white males not having the balls to do anything about it, as with most things that have gone haywire in our society.
To wit, a local school district has banned animals on campus several years ago, by policy. Since then, baseball games have become an animal menagerie and recently, a student brought a dog inside, to a school board meeting.
Not one white male with authority said one word.
