Are cold sores an STD ? And can you get STD kissing?

it's complicated to me. I got this friend who kisses a girl outside a bar who let's him know she has the bad herpes but is taking her meds. Dude goes all suicidal because he is married with kids. I read up on it and it seems cold sores are herpes. But can you pass the STD kissing?

It's a gray area. Type 1 and 2. 1 is cold sore and CAN be transmitted to another person's mouth and/or genital area.
2 is typical genital herpes and can also be transmitted to mouth and genitals.
My gf has the type 1 cold sores. I don't make out with her when she has them but little kisses have never given me one. I'm sure I carry type 1 though.

People can misinterpret oral lesions as cold sores, but, yes, if this girl said she has herpes, she likely did. 
There are different strains of HSV, many different ones in fact. One strain is primarily oral, the other genital, although that is changing and both can be found in both locations now.
Long answer short, yes, herpes can be spread by kissing. Properly taken medication can greatly reduce the risk of transfer, but nothing is perfect. Greatest risk is when the lesions are present.
