Applying for two positions, same company

I'm not sure how to go about this,
Two positions are posted within the same company that I want to apply for. I know it doesnt look good if you apply for a ton of positions within the same company, but is 2 too much?
the job functions are in the same department and are somewhat related, with one having slightly more pay, and a little more pressure to produce. the other is less pay but also less pressure.
should i apply for both positions, if i do, do i tweak the resume to relate to each of the position duties more specifically, even though it will be reviewed by the same person?
i would do well in either setting, but not sure if applying for both would give the best look, but also dont want to miss an opportunity by not.

Same or different department? Each has its own hr so would not mix

Tailor your resume for the higher job, and just make sure it is inclusive of any special skills or experience related to both positions.
It doesn't seem like this would be a big deal. Could probably let them know you prefer the job with more responsibilities, but are qualified for and interested in both positions. Do one interview, etc.

Easy. Apply for the better of the two, and include a well written cover letter indicating your knowledge and interest in getting your foot in the door, mentioning that you would also consider the second position if it has a potential career track.
There is only one HR. It will service all departments, but there will be multiple HR persons who might specialize for a department. They know how to cross pollenate.

Pick one and go for it. By applying for both you say that you don't really know what you want.
