I've had that problem. Bank made an error. They put money in someone else's account. Went shopping after work. Declined, that was embarrassing.

Sometimes there is something wrong with the chip and they are not OT deadbeats.
I have problems with my Crapital One Credit and Debit cards chips. I usually have to insert the chip 3 times then swipe the ye olde magnetic strip to get that payment to work.

I've had my chip malfunction before. It doesn't necessarily mean you are broke. The problem had also been on the store's end on another occasion.

I'm more amazed at the number of people that not only pay enough attention in line to see so many people using these cards but also have the time to follow them into the parking lot and see the vehicles they get in.

That is a security feature. Someone who steals your card will be nervous using it and will not think to do that. You should be thankful.

I'm more amazed that people have zero awareness around them because they have their faces buried in their phones.
Besides... not all that hard to notice. They pay, you see em pay with the American flag.
You walk outside and because most of them are sloths, they take quite a while to unload their cart into their Escalade or F150.
Trucks seem to be a popular choice for food stamp recipients.

AMEX is quick to suspend my card if they see anything they deam suspicious. On more than one occasion I've gone to check out and the card not work. It's why I always carry a Visa as backup.

My problem is my card is a pos and doesn't want to work half the time at the swipers. The chip reader on it works flawlessly, but if I got to swipe the card, you just might as well as enter my credit card number.

Sometimes card readers are buggy
I had my card declined at wal mart the other day and I knew there was plenty of money in the account. Cashier voided the transaction and tried it again and it worked.
But if you legitimately don't have any money it's sort of bewildering what you're doing in the store in the first place.

I have a different appreciation of it thanks to a situation a friend of mine got in. Her ex-husband would not pay child support for their son. The State got involved and now draw money out of the ex-husband's account. At some point, the State puts it in an account for my friend, who can only access it with a card.
It's not always consistent when the money is there; it's not always clear how much money still remains on a card. Accordingly, she's experienced the terrible (you call it "annoying") situation you've ranted about.
I suggest that you give people a break.
