Yes. I was fluent when I lived in Germany.

Took a couple of semesters in college. My instructor liked me, so I passed. She was a stocky, chain-smoking former Wehrmacht drill sergeant, I think.

I took a class in high school and tried the duolingo thing. But sadly, I'm no where close to fluent. I could recognize enough words so that I'm not just shaking my head to make your feel better.

I speak it pretty well. Used to date a girl from Austria so I got to practice all the time.
Nowadays I try to maintain it by watching Bundesliga news updates. Also will converse with a German coworker from time to time.

ich verstehe ein bisschen Deutsch. ich spreche sehen schlecht.
Duolingo is pretty good and will teach you a lot of vocabulary, but I find i forget it easily if I don't repeat it constantly.
I use Pimsleur and Rosetta Stone to supplement and I think the key is really using multiple resources.

I'm brushing up on Spanish and trying to get fluent with that fairly quickly, as I used to be about 8 years ago.
German is a totally new language for me. I'm planning on getting a book on it soon.
