To be in the LOOP you gotta be in the loop. If you were in the LOOP, you’d know it right away.

The oil that comes in from the LOOP is stored in a salt dome, but it’s not one of the salt domes used by the SPR. From storage it then goes on to refineries. We don’t fill the SPR on a regular basis, only when directed by Congress.
