Start documenting everything on security cameras. The cops can use that to convict her when she finally goes postal with a weapon.

security cameras pointed in that bitches direction post to a website so errybody can watch the crazy sling dog shite. In her yard foll balloons with round up toss them in her yard cut her water off then dump a 5 gallon bucket of concrete in her meter box for starters

I couldn't handle this neighbor without some sort of retaliation.

This is exactly the type of evidence/documentation you need. Here you have documented that she was harassing you. A few more incidents like this that you can prove, and you should no problem proving a pattern of harassment

My wife thought something was wrong and asked the two girls where their new sister was going. They said she went away. My wife said, what do you mean? They replied, "Mommy got mad at Daddy and said she wasn't working out and so she sent her back to the orphanage. She said she wasn't going to keep her."
I already mentioned how sweet my wife is. She was boo-hooing and crying about this little girl, who this wretched woman had given hope to of a better life and a family, and then she just decided, "it wasn't working for her", and had the court rescind the adoption proceeding and take her away. My wife wanted us to find her and adopt her ourselves and I almost agreed to it, but that would have been a very bad thing to do, moving her next door to the woman who rejected her.
It was only about a month later that her husband left her.

With sufficient documentation, is it possible to get a court order to stop her from having any contact with you? She clearly is harassing you, and I would think that there are laws against this kind of harassment.
Also, is she doing this kinda stuff with other neighbors?
