I'm sure they'd love to ban all the new competitors. As of now, the consumer has lots of options.

China is not anywhere near the point of recursive self improvement. China’s gains are from training their models on Claude and GPT. They have tons of slave laborers constantly barraging those two AI specifically with constant inquiries, then the responses are copied into Deepseek, Kimi, etc and used to train those models. But the Chinese models do not fare nearly as well in uncharted waters and advancement if they are cut off from other models IMO
