The FBI and all of the local LEO's involved in investigating this were not free. Even though they decided not to prosecute him, can't he be made to pay back the costs that he is, as of now, forcing the taxpayers to pay?

Yep, he probably expected there to be a "gofundme" or some BS to be set up to gift him with all kinds of money, attention, fame, new friends to champion his cause and for people from everywhere to offer him cars and other perks.
