There could be intelligent life out there that is so far advanced compared to us, that we can't even recognize that they are watching us b/c we are that dumb compared to them.
Something that has always stuck with me was this little nugget. Do you think a colony of ants has any idea of the civilization around them? people, cars, interstates, planes, trains, buildings? In their world, all of those things pretty much don't exist b/c they aren't capable of "seeing" what they actually are. There could be intelligent alien life all around us right now, but we just can't "see" them b/c we aren't intelligent enough to recognize they are here.

I like to use the example of a simple fraction. The # of "habitable planets" is only one half of the fraction - think about all the building blocks of life need to get deposited on one of these planets, at the right time (all planets are not habitable for their entire life) without getting destroyed by any of the dangers of space before any life which has formed can reach intelligence. Add all that up and the 80 billion doesn't seem quite so big IMO.
