John Whitley the warden before Cain was the person actually responsible for getting Angola under control. Cain had 4 death row members escape on his watch and a Captain killed during the December uprising years ago. Let's not act like it's been all cotton candy, unicorns and rainbows with him at the helm.

Cain is a multi millionaire because of being warden. He has controls on everything from Prison Enterprises, the DOC CU, the rodeo money and the Theological Seminary at Angola. Guy makes Edwin Edwards look like an amateur. He is the king of shake downs.

Sorry to bump but here is interview with him for those that haven't watched. Well, parts of interview. Most people in his spot seem to stay away from speaking to public while under scrutiny, kinda surprised he did it.

He replaced Burl Cain at DCI when Burl moved to Angola. Cain lived in the DCI warden's house for a decade after that while the state payed rent on a home in Zachary for LeBlanc.
Burl didn't like living behind a gate (Angola) at the time because he had several romantic interests. He didn't want the gate guards getting nosey.
He moved to Angola 6-8 years ago. LeBlanc moved to the Head of Department of Corrections with Cain's blessing. He became Cain's "boss" which in Leblanc's case translates to bitch for the past almost 2 decades.
He is Cain's protege'.
