That is the announcement. If they were going to skull drag the two LEO's there would be no civil unrest. There would be parties in the low information community.
The fact that they are warning of civil unrest tells what the answer is. The big question is how it will be delivered. Are they going to explain what AS did that caused him to assume room temperature or just say No civil rights violations occurred?
