What about cellphones and ipads? I've taken dslr's, camcorders and notebooks in take on before with no issues.

Larger but cell phone batteries are not appreciably higher tech and they often damaged by cheap, off brand chargers. Those scooters often have on-board chargers that are far more advanced than your typical cellphone charger.

This guy must not ever travel. The airports do a pretty good job of alerting people to this battery situation with signage. There's all kinds of info on it on the web. Would be surprised if the airlines don't have it on their website in the ticket buying process.
Flying used to be fun, but hasn't been for years. Planning a trip is a big hassle now because the TSA makes changes to what needs to be put where. I don't travel much, so I go to their website to see what needs to be where before I pack.
I have a bad leg, that limits the amount of walking I can do, so I have to get wheelchairs for larger airports. Even with the wheelchairs I have to plan my flights where I have extra time to get from gate to gate in places like ATL, and DFW. Sometimes the routes are longer because they have to get you to elevators. Sometimes there are mix ups, but they are usually caused by the airlines. Unless the airline changes your gate, or something like that, the people pushing you do a great job. They don't work for the airline and had nothing to do with the mix up. I always tip them at least $5.00.
I have empathy for the guy, but when you have a special situation, it's on you to educate yourself.
