Stupid to use in rain. Rear fog lights like German cars have should be used instead.

I keep my emergency lights on whenever it rains just to be safe and my bright lights when it’s foggy.

The only time hazard lights should be used while driving is when you're traveling at 10 mph or more less than the posted speed limit.
i.e. if you're traveling 60 on a 70 mph highway, hazards on.
Also, OK IMO if you're racing to the hospital for an emergency and traveling very fast, it's ok to use.

until they drive outside of the state.
That list and the conditions it lists could be useful to understand driving conditions in other states when evacuating in bad weather to points away from the coast.

Hazard light use is not permitted while driving.
Flashers are only ok to me for being broken down on the shoulder of the road, in a funeral procession or rushing to the hospital.

This is bad bad advice. Call an ambulance. Don’t try to “race” to the hospital. Just asking for an accident.

I'm ambivalent about those who use hazards during heavy rain. whatever, I can see them.
However, I get mad when it's those same people who change lanes a bunch when they're using their hazards since you can't determine blinker use...
