I actually read about something that was almost this exact scenario in a book called Enemies Foreign and Domestic about a 8 years ago.

Basically it was someone shooting into a stadium and causing a stampede and the resulting backlash caused a weapons ban and roundup.
It was pretty conspiracy theory but eerily similar.

Convenient. Wouldnt surprise me in the least.
The biggest issue I have with the current story is that no collateral damage windows around where this guy had broken out the windows. With that many police officers responding with ARs, they would've seen the muzzle flash and responded by lighting that area up.
