I don't think you have a clue about the 3 tier system. Try to buy a bottle of Crown that didn't come from Glazer's or a bottle of JD that wasn't shipped on a Republic truck.

That's about the only time I've ever thought that being able to have alcohol delivered was a good idea. After a long day of work and ordering pizza, I've wished at times that they could bring me a beer or mixed drink.

Your correct, it doesen't look like Bug grasps the concept of the 3 tier system.
1st: Manufacturer/supplier/importer
2nd: Licensed Distributor (For liquor and wine this category is dominated by 2 major players across the state. Beer is more regional i.e. Mockler in Baton Rouge and Eagle in NOLA.
3rd: Licensed resellers. This is broken down into 2 major categories: On Premise (Restaurants/Bars) and Off Premise (Grocery store, gas station, liquor store).
The license to resell awarded by the ABC is not just a rubber stamp. Typically the entity/person applying has to make it through a pretty thorough evaluation that may or may not involve a full rectal exam. The ABC is not known as a progressive organization and typically discourages new or out of the box business plans like this. GEE you are correct in saying they would be the 3rd tier in the system but I would be very surprised if they receive an off premise license without having an actual brick and mortar store.
Edit after reading the article duh:
This company is using existing brick and mortar business who already have the ABC permit in hand. This has been tried multiple times around LSU but always shutdown with the quickness by MADD (even though it prevents drunks from driving for a refill). It may see more success do to the culta of NOLA.
Side note- everyone can thank the 3 tier system for preventing you from ordering you favorite out of state beer or wine directly from the winery/brewery or from large online retailers.
