Wtf. This sounds like some early 20th century shite
Meh, this sounds like someone doesn't know what in the hell they are talking about. Here's an excerpt from the
New York prison system's dress code:
The following clothing is prohibited:
See-through (sheer) clothing, bare midriffs or backs
Plunging necklines, short shorts or athletic shorts, low tops or backless tops or dresses.
Shorts or skirts shorter than mid-thigh are not allowed.
Bathing suits
Attire displaying obscene/offensive, derogatory language or drawings or promoting illegal activity.
If in doubt, you should not wear questionable items of clothing. Under no circumstances will visitors be allowed into the facility dressed inappropriately.

Big deal...It's not like anyone is going to lose their life over this. Oh wait...

The funniest thing about the article is where she says that she has worn this same skirt to executions on several occasions. It’s her execution skirt.

She was fishing for reactions.
Most prison systems have a standard of dress. My ex worked in administration for Dept of corrections. There were pretty strict rules for being on any prison property.
She wanted someone to react so she could get attention.

Like other states, Alabama has a dress code for visiting inmates. It would have taken her about 10 seconds to find it. It even tells you to bring a change of clothes in case you get turned away.
Sounds like they have a new warden at Holman and he's enforcing the rules long in existence, but not always enforced.
So, she feels embarrassed...pity that.

I'm infatuated with this chick. She's always doing al.com live videos on social media. I think she has a good personality. Seems like a nice girl.

I feel bad for Joe Nathan James. The only women he has seen in the last 20 years is a butch prison guard or his mom. Then this cutie decides to give his last moments on earth something to remember and the prison boss just cock blocked him.

Those rules are in place for a reason. You are entering a prison where dangerous people are being kept. I have been to several prisons & jails here in Alabama for speaking engagements. Both male and female prisons had strict rules that I had to adhere to or I could not enter.
Her twitter thread has people actually trying to equate this to the measuring of swimsuits back in the day.

I wonder what the executed man's family thinks, or his victim's family. That man was just executed, and she's trying to have a pity party because they enforced the rules about not allowing miniskirts.

Most male prisons enforce a dress code for females for obvious reasons.
This, and those dress codes are almost always well publicized. Here's one example, and this is at a local jail for visiting day:
"All visitors must wear appropriate clothing, including shoes and shirts. Restrictions on attire or appearance include: No miniskirts or similar attire; no low-cut or revealing necklines; no attire with obscene or offensive language; and no persons with a bare midriff will be permitted to visit."
