I would rather them be on an open air beach as opposed to congregating in motel rooms.

Not in motel rooms, at the pool. No one is going to just up and leave, they will all just be packed in tighter on the pool deck.

The Florida list notated public closures. Which I think is a fine idea, forcing private beach house residents to not use the beach they pay for as a little extreme

The beach houses are merely beach front, they don’t own the beach. Otherwise you couldn’t restrict them from using their own property.
