What would you call that same thing in a country that doesn't have murder laws or organized government.

The government is your enemy.

Let the victim's family kill them or deport them to Mexico. Don't let the government murder them or make any decisions.

No, that is what's in the dictionary. We live in America where capital punishment in some places is legal. We don't live in another country, so that's irrelevant. We all know government gets in the way a lot.

One of the 10 commandments is thy shall not kill, but in Exodus, it says "But if there is serious injury, you are to take life for life, eye for eye, tooth for tooth, hand for hand, foot for foot, burn for burn, wound for wound, bruise for bruise." So there's that.
