ISIS is a terrorist organization. Being a member of a terrorist organization is a crime, thus being a member and recruiting is a criminal act. So yes, it is a crime. No it is not allowed.

That is apparently *exactly* how the kid I mentioned earlier was prosecuted. After his parents turned him in the FBI certainly had probable cause to investigate, and they quickly found evidence he had helped someone else make the trip.
